Panel is addressed in Jones’s hand to Fletcher and franked “M. Van Buren,” as Secretary of State, just below the “Free” stamp. Vertical fold through a letter of last name of signature and some scattered light soiling, otherwise fine condition. Pre-certified PSA/DNA.
