Queen Victoria informs the President of Guatemala of the appointment of “Elias J. de Bulnes to be Vice-Consul at Liverpool.” The white paper seal affixed adjacent to the signature remains intact. Matted and framed with an image and nameplate to an overall size of 20.5 x 22. In fine condition, with intersecting folds and trivial soiling. Pre-certified PSA/DNA.
