Early in his career, FDR authorizes a pay increase for a naval attache serving under “unusual conditions which have existed for some time” while in London during World War I

Memorandum signed “F. D. Roosevelt,” one page, 8 x 10.5, Navy Department letterhead, February 28, 1917. As assistant secretary of the navy, FDR writes to E. C. Tobey, assistant naval attache at the American Embassy in London during World War I, regarding a pay raise. In part: “In view of the unusual conditions which have existed for some time, your allowance for maintenance while in the performance of duties as Assistant Naval Attache at London is increased to $300 per month, effective from January 1, 1917, and to continue until further notice..” In very good condition, with intersecting folds crossing his name, scattering toning and soiling, and a few small chips. An early Roosevelt signature and an interesting comment on the “unusual conditions” of WWI.

When the United States finally entered World War I in 1917, FDR—who had set aside his early political career to accept an appointment in the Navy Department—worked to ensure that the navy had a vital role to play in the conflict. Among those players was Tobey, a captain who was later awarded the Navy Distinguished Service Medal ‘for distinguished service in the line of his profession while serving on the Staff of the Commander of the United States Naval Forces operating in European Waters.’ An early and interesting Navy-related piece of correspondence from Roosevelt’s long career.
