War dated endorsement from von Steuben

Prussian army officer and trusted advisor to George Washington. Recommended to Washington by Benjamin Franklin, coming to American in 1777. He assisted in the cause of the American Revolution by training and reorganization of the Continental army. War dated endorsement, signed as Major General on an 8 x 9.5 one page order from his Inspector General William Davies. Davies indicates that Lt. Colonel John Webb became a supernumerary and retired on half pay. Signed at the bottom by von Steuben, 'Steuben, Maj. Gen.' Accompanied by an ALS to Steuben from Edward Phelon, complaining about his not having received a commission as Lieutenant which was vacant, and mentioning that Governor John Hancock must have a 'private pique' against him. In very good condition, with tape repairs to fold separations on reverse, scattered light soiling and toning, minor edge wear and a document fold through a single letter of signature.
