Hawes, in full: “Let me thank you for your letter of December 17, 1937, advising me of the observations made by you in the course of your recent visit to the Philippine Islands. The problem of the Philippines is, as you know, now under consideration; and, in view of your long experience and association with Philippine questions, this expression of your views will be of especial interest when the problem comes up for decision.” In fine condition, with a light diagonal fold.
Hawes, a former U.S. senator from Missouri, was a principal author of the 1933 Hare–Hawes–Cutting Act, the first U.S. law to establish a timetable for Philippine independence. After leaving the Senate, he remained deeply involved in Philippine affairs, representing the Philippine Sugar Association in Washington and submitting a statement in 1937 to the Joint Preparatory Committee on Philippine Affairs, established by Roosevelt and Philippine President Manuel Quezon to study the islands’ economic transition to full independence, scheduled for 1946. His observations from a recent visit to the Philippines were therefore particularly relevant to the questions then under consideration.
