Cummins as "Lieutenant Colonel in the Artillery Corps in the service of the United States." Neatly signed at the conclusion in ink by President Theodore Roosevelt, and countersigned by Secretary of War William H. Taft. The blue embossed War Office seal remains affixed to the lower left. Tightly rolled and in fine condition, with minor ink adhesion issues and one tiny edge tear.
