Neatly signed at the conclusion in ink by President William McKinley and countersigned by Postmaster General Charles Emory Smith. The gold foil seal and red ribbon affixed at the lower left remain mostly intact. Double-matted and framed to an overall size of 28.5 x 22.5. In very good to fine condition, with overall light creasing, heavier in the side margins.
