Wulff, president of the National Philatelic Exposition of 1931, in full: "Thank you for your delightful invitation on behalf of the Memphis stamp Club. I wish much that I might come to the National Philatelic Exhibition but I fear that I cannot be away at this time. I have been so busy with this job of being Governor that I have not been able to arrange any of my stamps of late and besides I doubt much whether they are quite up to modern exhibition standards."
