Partly-printed DS as president, signed “Benj. Harrison,” one page, 8 x 10, January 15, 1892. President Harrison authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to "my proclamation in relation to fur seal fisheries within the limits of Alaska Territory under Section 1956 Revised Statutes, Chapter 3, Title 23, also for the protection of salmon fisheries of Alaska." Neatly signed at the conclusion in ink by President Benjamin Harrison. In fine condition. Accompanied by a printing of Harrison's proclamation, which prohibited the hunting of fur-bearing animals in Alaska and Bering Sea.
Harrison’s proclamation warned vessels against entering American-claimed waters of the Bering Sea to hunt fur-bearing animals, invoking federal statutes that imposed fines, imprisonment, and forfeiture of offending vessels. Issued amid disputes with foreign sealers—especially British Canadian vessels—over pelagic sealing near Alaska, the proclamation reflects the United States’ attempt to defend its recently acquired Alaskan interests, protect the lucrative fur seal herds of the Pribilof Islands, and enforce federal sovereignty in a contested maritime region. The same proclamation also referenced Alaska’s salmon fisheries, underscoring the growing importance of the territory’s marine resources to American diplomacy and commerce.
