World War I-dated partly-printed DS as president, one page, 16 x 20, December 18, 1917. President Wilson appoints Norman J. Blackwood as a “Medical Director in the Navy with the rank of Captain…in the service of the United States." Signed at the conclusion by Woodrow Wilson, and countersigned by Secretary of the Navy Josephus Daniels. The original blue seal remains affixed to the bottom vignette. In fine condition, with some light creasing in the margins.
Norman J. Blackwood (1866–1938) was a senior officer of the United States Navy Medical Corps who served during the Spanish–American War, subsequent operations in Cuba, and World War I. He held successive commands of major U.S. Naval Hospitals, including Canacao, Philippine Islands, Boston, New York, and Puget Sound, between 1911 and 1929. During World War I, he served as Commanding Officer of the U.S. Hospital Ships Solace and Mercy in the Train of the U.S. Atlantic Fleet, for which he was awarded the Navy Cross 'for distinguished service in the line of his profession.'
