British general (1730–1795) who served as Commander-in-Chief in North America from 1778 to 1782. LS signed “H. Clinton,” one page both sides, 8 x 12.5, March 30, 1779. Letter to the "Right Honorable Lord George Germain," in full: "As soon as the Province of Georgia was in possession of His Majesty's Troops, a Superintendent of Imports and Exports was appointed, and among other Regulations a Proclamation was issued, a copy of which I have the honor to enclose, as it seems fully to answer the request of the Memorial transmitted in your Lordship's Separate Letter of the 28th November to the King's Commissioners. But that every attention may be paid to His Majesty's faithful Subjects interested in the Provinces of Georgia and South Carolina, and His Majesty's Wish fully complied with, I have transmitted to the Officer Commanding in Georgia, a copy of your Lordship's Letter, and the Memorial, that he may make such further Regulations as his Situation will admit." In fine condition, with short repaired fold splits, and old tape along the back right edge touching the end of the signature.

This letter reflects the British government’s efforts to consolidate control over the southern colonies during a pivotal phase of the American Revolutionary War. Following the successful British capture of Savannah in December 1778, Georgia became the first colony to be returned to royal authority, marking the opening of Britain’s 'Southern Strategy,' which aimed to rally Loyalist support and reestablish imperial administration in the South.

Sir Henry Clinton addresses Lord George Germain, the war minister in London, outlining measures taken to regulate trade and commerce in occupied Georgia, including the appointment of a superintendent of imports and exports and the issuance of proclamations intended to protect the interests of Loyalist merchants and property holders in Georgia and neighboring South Carolina. The letter illustrates both the administrative challenges of occupation and Britain’s attempt to legitimize and stabilize its rule in recaptured territories, even as the wider war continued to turn against imperial control.
