Partly-printed DS as president, one page, 12 x 15.5, June 25, 1860. President Buchanan appoints Henry D. Todd as a “Passed Midshipman in the Navy of the United States.” Signed neatly at the conclusion by James Buchanan and countersigned by Secretary of the Navy Isaac Toucey. The original green Navy Department seal remains affixed to the lower vignette. Matted and displayed under Plexiglas to an overall size of 16 x 19.5. In very good to fine condition, with a couple extra vertical folds, and minor loss to the bottom edge.
