Partly-printed DS as president, one page, 8.5 x 11, June 2, 1870. President Grant authorizes and directs the Secretary of State to affix the Seal of the United States to “the envelope of my letter to His Excellency Eustorgio Salgar, President of Colombia (congratulating him on his accession to the Presidency).” Signed neatly at the conclusion by U. S. Grant. In very good to fine condition, with scattered small stains, and a crease to the lower right corner.
Eustorgio Salgar was a Colombian lawyer, general, and political figure (1831–1885) who, at age 39, became the youngest president of Colombia, a position he served from 1870 until 1872. During his brief presidency, he founded and promoted the country's first railway company and the first corporation intended to provide social security.
