Partly-printed DS as president, signed “R. B. Hayes,” one page, 8 x 10, February 13, 1879. President Hayes authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to "an envelope containing my reply to the letter of His Excellency, Candido Bareiro, announcing his election to the Presidency of Paraguay in November, 1878.” Signed at the conclusion in ink by President Rutherford B. Hayes. In fine condition.
Cándido Bareiro Caballero (1833–1880) served as President of Paraguay from November 27, 1878, to September 4, 1880, and was the leading politician of the post-war decade. A strong ally of General Bernardino Caballero, he was elected President in 1878 with Caballero's help and died from a stroke after two years in office.
