Partly-printed DS as president, one page, 8 x 10, September 26, 1882. President Arthur authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to an “envelope containing letter addressed to His Imperial Majesty Alexander III Emperor etc, on the birth of a daughter.” Signed prominently at the conclusion in ink by President Chester A. Arthur. In fine condition, with a few small stains.
Olga Alexandrovna, the youngest child of Alexander III of Russia and his wife, Maria Feodorovna, was born on June 13, 1882. The younger sister of Emperor Nicholas II, Olga narrowly escaped revolutionary Russia with her family in February 1920 and later settled in Ontario, Canada. At the end of her life and afterward, Olga was widely labeled the last Grand Duchess of Imperial Russia.
