Partly-printed DS, two pages, 10.5 x 16, July 20, 1883. As governor of New York, Grover Cleveland cites the Board of Health's finding that "offensive vapors and gases are allowed to escape without condensation or combustion," and orders that "proper apparatus be constructed and put in operation for the vapors of gases generated" by Edward Smith & Co. Crisply signed at the conclusion in ink by Governor Grover Cleveland and countersigned by his private secretary, Daniel S. Lamont. The gold foil seal, and an affixed service receipt, remain intact. In fine condition.
