DS as president, one page both sides, 9.5 x 14, May 14, 1931. Clemency document approved by President Hoover, which reads, in part: “Manuel G. Brassell convicted in the United States District Court for the Southern District of California of conspiracy to violate Section 13, United States Criminal Code, by setting on foot a military expedition against Mexico, and was sentenced February twenty-eighth 1927 to imprisonment for one year and one day in the United States penitentiary at MoNeil Island, Washington, and to pay a fine of one thousand dollars…which fine has not been paid; and Whereas the said Manuel G. Brassell began his sentence March twenty-first 1927, was released on parole December sixth 1927, and finally discharged from custody February eighth 1928; and Whereas it has been made to appear to me that the said Manuel G. Brassell, since his release, has conducted himself in a law-abiding manner and that he is unable to pay his fine…Now, therefore, be it known, that I, Herbert Hoover, President of the United States of America, in consideration of the premises, divers other good and sufficient reasons me thereunto moving, do hereby grant unto the said Manuel G. Brassell full and conditional pardon for the purpose of restoring his civil rights, and thereby remitting the fine.” Signed at the conclusion by Herbert Hoover and countersigned by Attorney General William DeWitt Mitchell. The lower left retains the original red Department of Justice seal. In very good to fine condition, with light soiling and toning, and minor splitting to the folds.
