Letter to Walter Shea of the International Brotherhood of Teamsters, in part: "After years of difficult negotiations and months of Senate debate, new Treaties between the United States and Panama were recently approved. I want to thank you for your participation in this deliberative process. The active interest that you and many other Americans took in this vital issue resulted in a broad public discussion of the Treaties. It is part of the greatness of America that people everywhere can have an influence over the great decisions which face our nation.
