President McKinley authorizes and directs the "Secretary of State to cause the Seal of the United States to be affixed to the envelope containing my letter addressed to His Imperial Majesty William II, Emperor of Germany." Neatly signed at the conclusion in ink by President William McKinley. In fine condition.
