Eisenhower and countersigned by Acting Secretary of State Herbert Hoover, Jr. The large embossed white paper seal affixed at the lower left remains intact. Beautifully cloth-matted and framed with a portrait and biographical caption to an overall size of 38 x 27. In fine to very fine condition. Clark Clifford had served as White House Counsel under President Truman, and would go on to succeed Robert McNamara as Secretary of Defense under LBJ. A significant appointment connecting Eisenhower and Roosevelt.
