President Johnson sends Secretary Seward to exchange “ratifications of the claims Convention” with Mexico

Partly-printed DS as president, one page, 8 x 10, January 27, 1869. President Johnson directs the Secretary of State to affix the Seal of the United States to “my power to William H. Seward, Secretary of State, to exchange the ratifications of the claims Convention concluded between the United States and Mexico on 4 July 1868.” Signed neatly at the conclusion by Andrew Johnson. In fine condition, with very faint toning to the folds and edges.

This document appears to relate to the Convention between the United States of America and Mexico – Adjustment of Claims, which was concluded on July 4, 1868, and ratified by Andrew Johnson on January 25, 1869. The convention addressed issues related to the 1848 Treaty of Guadalupe Hidalgo, a peace accord that ended the Mexican–American War and established the Rio Grande as the boundary between Texas and Mexico.

The treaty required the United States to pay Mexico $15 million in compensation for the territory it acquired, which included parts of present-day California, Arizona, New Mexico, Nevada, Utah, and Colorado. Moreover, the pact agreed to pay American citizens debts owed by the Mexican government, and Mexicans in areas annexed by the U.S. could relocate within Mexico's new boundaries or receive American citizenship and full civil rights.

The eventual flow of contractual disputes and conflicts ultimately led to the two nations establishing the United States and Mexican Claims Commission, which aimed to provide a fair and impartial forum for resolving a wide range of cases. The work of the commission helped to resolve many outstanding issues between the United States and Mexico, contributing to the normalization of relations between the two countries.
