TLS signed “James R. Leavelle,” one page, 8.5 x 11, October 23, 1991. Letter discussing his first-hand account of Jack Ruby’s shooting of Lee Harvey Oswald, in full (spelling and grammar retained): “I was transferring Oswald from the City Jail to the County jail, the City does not have facilities for long term prisoners. The question most people ask is ‘What went through my mind at the time of the shooting.’ The fact is at a time like that you don't have time to think, you just react to what ever is happening. I knew what was happening and tried to pull Oswald behind me but in one second you cannot do much. Having been a police officer for several years you are trained to react to any situation with out having to stop and think if you stop to think you have already lost. I transferred Ruby the next day and he told me how he got into the basement. There was a break in security of approximately 12 seconds He was there and took advantage of it. Oswald died without ever admitting any thing, I know it has been reported that he made a dying declaration but this was not so. I was with him thirty minutes before I brought him down where he was shot until he was pronounced dead at the hospital. There were a great many thing that have been alleged about this incident that were not true. Our Department from the beginning made a decision not to answer any allegations made because it would not make any difference one way or the other. If you admit or denied there would some people who would not be happy with it. Oswald never admitted any thing, even tho we had enough evidence to file on him for shooting officer Tippit and the President. Regrettably Ruby kept us from ever knowing the full truth.” In fine condition.
