In part: "The necessity of utilizing the contractor's services, the form of contract entered into, and the detailed financial or other obligation of the company, shall be approved in advance by the Zone Superintendent, the Comptroller, the Refinery Superintendent and the Arab Relations Representative. Their approval shall be in writing, and a copy of their approval and their reasons for their approval, shall be forwarded immediately to the president for his review. This directive also applies to taxis, trucks and buses. It does not apply to an employee expense account, and outside of the neutral zone and Kuwait." In fine condition, with scattered stains in the left margin.
