As governor of Ohio, Hayes appoints William Smithberger as "Justice of the Peace, for the Township of Elk, in the County of Noble." Signed at the conclusion by Governor Hayes and countersigned by Secretary of State William Bell, Jr. Double-matted and framed to an overall size of 22 x 27. In very good to fine condition, with somewhat irregular light toning.
