Signed at the conclusion by John Tyler, and countersigned by J. D. Simms as Acting Secretary of the Navy. Original Navy Department seal remains affixed to the lower vignette. Archivally mounted and framed to an overall size of 18.25 x 21.5. In fine condition, with overall wrinkling.
