Cowdrey as "Surgeon with the rank of Major in the service of the United States." Signed at the conclusion by President Harrison and countersigned by Secretary of War Redfield Proctor. The blue seal affixed to the lower left remains intact. Double-matted and framed with a portrait to an overall size of 29 x 26. In fine condition.
