Frankum as "Special Assistant — Local Government," neatly signed at the conclusion in ballpoint by Reagan. The gold foil seal affixed at the bottom left remains intact. In very good to fine condition, with a piece of tape (and associated small surface tear) passing through the top text block, in no way affecting the signature or handsome gold foil seal.
