Partly-printed DS as president, one page, 19.25 x 15.5, May 27, 1901. President McKinley appoints Hubert L. Wigmore as "First Lieutenant of Cavalry in the service of the United States." Signed at the conclusion in ink by President McKinley and countersigned by Secretary of War Elihu Root. The blue seal affixed to the lower left remains mostly intact, with a few small losses. Affixed to a same-size board and in very good condition, with trimmed edges, wear to the seal, scattered speckled staining, and wear and tears to the top edge.
