Letter to Maurice Maschke, in part: "I am glad to know of your very great interest in seeing that Horner properly and justly enforces the prohibition laws. We really can not go on safely with so much official contempt for the law as has recently been manifest in many sections. There have been some pretty strong protests against the Horner appointment, but I told the Commissioner that I was confident your organization would not stand back of a man who would not give us thoroughly conscientious and fearless service. I am banking on that. I assume that prior to the receipt of this letter the appointment of Horner has been announced. It is often disappointing that we are not able to promptly and satisfactorily meet the wishes of our political friends. You are too old a hand at the game, however, not to realize the difficulties which so often attend." In fine condition, with scattered light soiling. Maschke, who was known as the 'Gentleman Boss of Cleveland,' was for 35 years the GOP leader in Cuyahoga County, Ohio, as well as a GOP national committeeman. An old Harding crony, he delivered a majority victory for Harding in the county for the 1920 election. On November 16, 1921, four days after this letter, Charles S. Horner, a local Cleveland politician, was appointed to be the 'dry agent' for the Cleveland District and tasked with enforcing the Volstead Act, legislation that helped usher in Prohibition.
