In full: "I enclose herewith copies of two letters received at the Department, representing that the number of Custom House officials at the port of Portsmouth is unnecessarily large for the collection of the Revenue. You will please make a report on the subject." In fine condition, with trimming to the bottom. Accompanied by an engraving of Chase bearing a preprinted signature.
