Partly-printed DS as president, one page, 23 x 19, September 5, 1919. President Wilson appoints J. Klahr Huddle of Ohio as a "Consul of Class seven of the United States of America." Signed at the conclusion by Wilson, and countersigned by Acting Secretary of State William Phillips. In very good to fine condition, with light soiling and staining, heaviest along the left edge. Jerome Klahr Huddle later served as the US Ambassador to Burma from October 1947 to November 1949.
