Watson of Pennsylvania as a "United States District Judge, Middle District of Pennsylvania." Signed at the conclusion by Hoover, and countersigned by Attorney General William DeWitt Mitchell. Gold foil Department of Justice seal remains affixed to lower left. Double-matted and framed to an overall size of 26.75 x 23. In fine condition, with pen trouble forcing Hoover to retrace the start of his first name, and some chipping to frame.
