Postmaster general, secretary of war, and secretary of state under Washington (1745-1829). DS, four pages on two adjoining sheets, 8 x 13.5, June 1, 1796. A printed circular containing five acts, headed "Fourth Congress of the United States: At the First Session, Begun and held at the city of Philadelphia, in the state of Pennsylvania, on Monday, the seventh of December, one thousand seven hundred and ninety-five." The acts, all of which are signed within the printed text by President George Washington, include: "An Act To regulate the compensation of Clerks," "An Act For the relief of persons imprisoned for debts," "An Act Providing relief to the owners of stills within the United States, for a limited time, in certain cases," "An Act, Making an appropriation to satisfy certain demands attending the late insurrection; and to increase the compensation to jurors and witnesses in the courts of the United States," and "An Act To indemnify the estate of the late Major General Nathaniel Greene, for a certain bond entered by him, during the late war." Boldly signed at the conclusion by Secretary of State Pickering, beneath a statement reading, "Deposited among the Rolls, in the office of the department of State." In fine condition.
