This seems to have been particularly hammered home with the Veterans Administration. I wish you would make it perfectly plain to the budget Officer in the various Departments of the Government that whether a deficiency rating request for appropriation goes down or not is my responsibly and that the Appropriations Committee of the House is not the one to decide whether a deficiency appropriation should go down or not—that Committee can make any decision it desires after it goes down but not before."
