Signed at the conclusion by McKinley, and countersigned by Postmaster General James A. Gary. Gold Post Office department seal and green ribbon remain affixed to lower left corner. Double-matted and framed to an overall size of 27.5 x 22. In fine condition, with a few light stains to the upper right corner area.
