Official memorandum from the 'Secretary of the Navy,' in part: "Forwarded herewith is notice of a meeting to be held on Tuesday, February 1, 1916, at 4:30 p.m., in Room 167, Navy Department, for the purpose of organizing a social club composed of male employees of the State, War, and Navy Departments. This notice should be posted at a place where employees register when reporting for work in the morning and when departing in the evening." Signed at the conclusion by Roosevelt as acting secretary of the Navy, and signed above with their last names by several members of the proposed fraternity. In fine condition.
