Description

Partly-printed vellum DS as president, one page, 15.75 x 19.75, January 25, 1916. President Wilson appoints Harry R. Taylor as "Chief Carpenter in the Navy, to rank with, but after, Ensign." Signed at the conclusion by Wilson, and countersigned by Secretary of the Navy Josephus Daniels. Blue Navy Department seal affixed to lower vignette remains partially intact. In very good to fine condition, with scattered creasing (heavier along the top and bottom), portions of the seal missing, and Wilson's signature a couple of shades light.
