Partly-printed DS as president, one page, 16 x 20, January 12, 1917. President Wilson appoints Edward S. Pegram as a "Second Lieutenant in the Cavalry Officers' Reserve Corps of the Army of the United States." Signed at the conclusion by Wilson, and countersigned by Secretary of War Newton D. Baker. Blue War Office seal remains affixed to lower left corner. In very good to fine condition, with small stains beneath the lower vignette, and paper loss beneath the blue wafer seal.
