Signed at the conclusion by Fillmore, and countersigned by Secretary of the Navy William A. Graham. Beige Navy Department seal remains affixed to lower left corner. In very good to fine condition, with light toning and paper loss along intersecting folds, unobtrusively repaired on the reverse.
