Keith, stating that he "has given unsparingly of his time and energy in the promotion, development, and maintenance of apprenticeship training, as a member of San Diego City Civil Service, Joint Apprenticeship Committee." Signed at the conclusion in black ink by Reagan as governor. Gold state seal remains affixed to upper portion. In fine condition, with toning along the edges and the signature slightly faded.
