In part: “I am returning herewith your report and recommendations on the air mail contracts of Pan American Airways, Inc. and Pan American-Grace Airways, Inc. with the suggestion that you hold these reports until you have completed the surveys of the lines and operations or these two contractors, which surveys, I note from your report, are now in progress…It would appear wise to consider any desired modifications of the contracts at the same time that any material revisions of service are considered.” In fine condition.
