McCrary, Morrison Waite, Nathan Clifford, Samuel F. Miller, Noah Haynes Swayne, William Strong, Stephen Johnson Field, Joseph P. Bradley, and John Marshall Harlan. Also signed by over 350 of the senators and representatives comprising the 45th US Congress, plus a number of state legislators and other politicians.
