Johnson was a historian and progressive politician who got his start in national politics making stump speeches for Franklin D. Roosevelt in 1940. As a member of the commission he authored a study on the progress of difficulties incurred in some countries, which earned him widespread recognition. On the day of this appointment, JFK also ordered US military forces to Thailand in preparation for a possible attack from Laos during the Vietnam War.
