In part: “Robert Thompson…desires to be appointed bearer of dispatches to Great Britain or the continent, and I take great pleasure in saying that he is a gentleman of high character.” In fine condition, with intersecting folds (one vertical fold passing through a single letter of the signature) and slight show-through from mounting remnants to reverse.
