Johnston a “Lieutenant Commander in the Navy.” Signed at the conclusion by Wilson and countersigned by Secretary of the Navy Josephus Daniels. In very good condition, with scattered toning and light staining (all primarily to bottom portion of document) and a small area of paper loss to left edge.
