Naval appointment for a chief machinist

Partly-printed DS as president, one page, 14 x 18, March 17, 1915. President Wilson appoints Robert M. Huggard “a Chief Machinist in the Navy, to rank with, but after Ensign…in the service of the United States.” Signed at the bottom by Wilson and countersigned by Secretary of the Navy Josephus Daniels. Matted and framed to an overall size of 18 x 22. In fine condition. The blue seal is crisp and intact. Pre-certified John Reznikoff/PSA/DNA and RR Auction COA.
