Whittier, “upon the nomination of the Governor of the State of Michigan…to be an Alternate Commissioner from the said State, under the act of Congress entitled ‘An Act to provide for celebrating the four hundredth anniversary of the discovery of America by Christopher Columbus, by holding an International Exhibition of Arts, Industries, Manufacturers, and the product of the Soil, Mine, and Sea, in the City of Chicago, in the State of Illinois,’ approved April 25, 1890, and subject to the provisions thereof In the place of George H. Barbour, appointed Commissioner.” Countersigned by acting Secretary of State William F. Wharton. In very good condition, with intersecting folds, two of which pass through Harrison’s signature, light creasing, uniform shade of toning, some light spotting, and reparative tape to the top edge and along folds on reverse.
