America prepares for World War I as Wilson appoints an infantry officer

Partly-printed DS as president, one page, 15 x 18.5, August 4, 1916. President Wilson appoints William A. Rafferty a “First Lieutenant of Infantry in service of the United States.” Signed at the conclusion by Wilson, and countersigned by Secretary of War Newton D. Baker. Archivally double matted and framed with a portrait of Wilson and a name plaque to an overall size of 29 x 25. In fine condition, with some light wrinkling and creasing, and Wilson’s signature a shade or two light, but still completely legible. The blue seal remains crisp and intact. Oversized. Pre-certified John Reznikoff/PSA/DNA and RRAuction COA.
