Appointing a French consulate shortly after signing his controversial Tariff Act

Partly-printed DS as president, one page, 18 x 14, May 9, 1883. President Arthur appoints George Gifford of Maine “Consul of the United States of America at Cognac…And I do hereby pray and request The Government of France its Governors and Offices, to permit the said George Clifford fully and peaceably to enjoy and exercise the said off ice, without giving or suffering to be given unto him any molestation or trouble …” Archivally double matted and framed with a small portrait of Arthur and a name plaque to an overall size of 29.75 x 21.5. Intersecting folds, one through a single letter of signature, a uniform shade of toning, and some scattered light soiling, otherwise fine condition. The white paper seal is crisp and intact. Oversized. Pre-certified John Reznikoff/PSA/DNA and RRAuction COA.
