In full, “I thought this little bit on the soldiers’ ballot from a soldier in Italy might be useful to you in talking to other Congressmen and Senators. This ballot business is going to be a difficult thing, and now that the soldiers who might have gone ahead without giving it much thought, have heard so much discussion, I think whatever happens will make quite a dent on them.” Given that Roosevelt refers to “other Congressmen and Senators,” the recipient of this letter was likely Will Rogers, Jr., who served as a Democratic congressman from California during this period.
